Refugees International and Encuentros SJS Call for Immediate Action to Prevent a Humanitarian Catastrophe on Chile-Peru Border
Statement from Refugees International and Encuentros SJS:
“Refugees International and Encuentros SJS are alarmed at the dire humanitarian situation on the Chile-Peru border. Hundreds of displaced people of different nationalities—including Venezuelan, Haitian, Colombian, and Ecuadorian families with children and the elderly and infirm—are stranded without access to food, water, and shelter in an extremely arid “no man’s land” of about 100 meters between the borders of Peru and Chile in the Atacama desert. They need immediate humanitarian assistance and permission to move, as the threat of draconian policies targeting displaced people in Chile have forced them to flee and Peru bars their entry—trapping them in this borderland under extreme climate conditions. The situation is urgent, with more people arriving at the border every day.
The dire situation at the border is the result of changing conditions and policies in Chile, where a recent law restricts access to regularization and a proposed law calls for jailing irregular migrants. These policies, along with exploitation and limited economic opportunities, have led migrants to try to return to their countries of origin or transit to new destinations, where they hope to unite with family or seek protection. However, the Peruvian government is preventing them from entering the country by requiring documentation and passport stamps most do not have. In February, Chile’s President Boric sent the military to the border and, last week, Peru’s President Boluarte declared a state of emergency in Tacna, a town near the border with Chile, in order to stop the migrants from entering and transiting the country.
Refugees International and Encuentros SJS call on the authorities of Chile and Peru to immediately provide protection, support, and lasting security to people trapped in the borderland. The governments must allow expedited entry to those stranded. In addition, the migration authorities in both countries should quickly process humanitarian exceptions to restrictions on entry and ensure that those admitted can seek legal status, including asylum. The international community must increase humanitarian support, including basic health and WASH services, for those in the region. Finally, Refugees International and Encuentros SJS condemn xenophobic rhetoric criminalizing migrants and urge authorities and civil society to take a humanitarian and rights-based approach to the situation.”

“Refugees International y Encuentros SJS hacen un llamado de alerta sobre la situación en la frontera Chile-Perú. Cientos de personas de diversas nacionalidades —incluyendo venezolanos, haitianos, colombianos, ecuatorianos y otros— conformados por familias, niños, adultos mayores y personas enfermas que se encuentran varados sin acceso a agua, comida o alojamiento en la árida “tierra de nadie,” una zona árida de 100 metros entre las fronteras de Perú y Chile en el desierto de Atacama. Estas personas necesitan de acceso a la movilidad, protección y ayuda humanitaria inmediatamente, debido a que la amenaza de las políticas radicales contra las personas desplazadas en Perú los ha forzado a escapar mientras que Perú les niega la entrada —atrapándolos en la frontera bajo condiciones climáticas extremas. La situación es urgente, ya que más personas continúan llegando a la frontera todos los días.
La precaria situación es resultado de los cambios en política y condiciones dentro de Chile, donde la nueva ley de migración restringe el acceso a la regularización y donde se está discutiendo un proyecto de ley para castigar con cárcel a migrantes irregulares. Dichas políticas aunadas con la persecución, explotación y limitada inclusión económica de las personas indocumentadas en el país está causando que muchos decidan retornar a sus países de origen o transitar a nuevos destinos en busca de protección o de reunificación familiar. Sin embargo, el gobierno peruano ha implementado medidas que les impiden transitar por el país, solicitando documentos y estampas en el pasaporte de salida de Chile, con los que la mayoría no cuentan. En febrero, el presidente de Chile, Boric, militarizó la frontera y la semana pasada, el presidente de Perú, Boluarte, declaró estado de emergencia en Tacna—un pueblo cercano a la frontera con Chile—con el objetivo de frenar a los migrantes de entrar y transitar por el país.
Refugees International y Encuentros SJS hacen un llamado a las autoridades de Chile y Perú a proveer protección, apoyo y seguridad a aquellos atrapados en la frontera de manera inmediata. Los gobiernos deben permitir el ingreso de estas personas de manera expedita. Además, las autoridades migratorias de ambos países deben aumentar la capacidad de respuesta en la frontera y hacer cumplir rápidamente los reglamentos de excepciones humanitarias de ingreso y permitir acceso a mecanismos de regularización y de asilo. De igual forma, la comunidad humanitaria debe incrementar el apoyo humanitario, incluyendo servicios básicos, de salud y de WASH en la zona fronteriza de ambos países y en las zonas aledañas. Finalmente, condenamos el uso de discursos y prácticas xenófobas que criminalizan a los migrantes y exhortamos a las autoridades y a la sociedad civil a abordar la situación desde la perspectiva humanitaria y de derechos humanos.”
