R-Space Call for Proposals: GRF Progress Review 2025

Initiatives led by refugees and other forcibly displaced individuals and their allies are invited to submit proposals to host sessions at R-Space, an independent, refugee-led convening running in parallel to the GRF Progress Review 2025 in Geneva this December (previously called the High-Level Officials Meeting, HLOM).

Deadline to apply is August 15, 2025. Successful applicants will be notified in early September.


What is R-Space?

R-Space is a space for critical dialogue that shifts away from state-centric conversations toward solutions driven by impacted communities. It brings together initiatives, individuals, networks, projects, or efforts that are founded, led, and primarily governed or managed by refugees or forcibly displaced persons — as well as non-refugee allies made of civil society groups, states, NGOs, donors, and academic institutions to exchange ideas, assess progress on pledges, and shape refugee policy from the ground up.

This convening builds on the great success of R-Space 2023, which was held on the margins of GRF 2023 featuring over 40 sessions, which demonstrated the power of refugee-led organizing to shape global conversations that were often missing from formal agendas.

We are looking for proposals that:

  • Explore responses led refugees and other forcibly displaced persons amid shrinking humanitarian funding and rising anti-refugee rhetoric.
  • Assess the impact of meaningful refugee participation on solutions, programming, and policy, and identify ways to strengthen it and address ongoing challenges.
  • Highlight how efforts led refugees and other forcibly displaced persons are engaging in thematic priorities of the Global Compact on Refugees (GCR).
  • Assess the pledge framework and the progress made toward fulfilling the Multi-stakeholder pledges

Who can apply?

  • Initiatives led by Refugees and forcibly displaced individuals (RLIs) are prioritized and may apply independently or with partners.
  • Non-refugee-led organizations may apply only in partnership with RLI(s).

Approval of a proposal does not constitute endorsement or support for visa purposes. It is the sole responsibility of the organizing entity to ensure that all proposed speakers and facilitators have the documents and legal access to be present in Geneva in December 2025.
