| Taken together,
humanitarian needs in the DRC today related to displacement, return,
and underlying underdevelopment constitute a broad challenge to the
Congolese government and the international community. Looking at
improvements in the humanitarian situation over the past few years as
well as present needs, this challenge can be met by focusing on four
areas: security, humanitarian assistance, funding, and coordination.
