Gaps in support by the Iraqi government for the millions of refugees scattered throughout the Middle East and the millions of internally displaced persons have created an opportunity for the numerous militia groups operating in the region. These groups are providing much needed assistance while creating political realities on the ground that threaten the future stability of Iraq.
