While Al-Sadr calls upon the Iraqi government to reinstate soldiers who recently refused to fight against the Mahdi Army, he has also begun to add to that army’s ranks by offering humanitarian assistance to internally displace Iraqis. This assistance fills the gaps where international organizations have offered insufficient aid.
