The Maritime Partnership Program's role is similar to, though not yet a part of, the Defense Department's new Africa Command, or AFRICOM, which was activated this year. Miller, 47, of Cleveland, is serving with and helped design the Reserve's program, which has four operational groups and a headquarters unit. The program trains African and European government forces on improved maritime security and operations.
