There are serious problems with the CFC investigation mechanisms. Some AMIS Military Observers expressed to RI frustration with the inclusion of Government of Sudan, SLA, and JEM representatives. They told us that often the reps would call ahead of an investigation to warn their counterparts of AMIS’ arrival. During investigations, at times witnesses would feel threatened. On one occasion, RI witnessed the cancellation of a patrol in West Darfur because the JEM rep refused to visit an area where an alleged JEM attack had occurred.
