The police academy has almost no functioning vehicles. Police recruits must use the local transport called “tap-taps” (pickup trucks crowded with people shoved into crude seats in the back) to return home on weekends, making them vulnerable to attack by criminal and political gangs. Abandoned vehicles lie in disrepair in the school garage nearby new UN vehicles used by the UN Civilian Police.
