This woman is receiving supplies from UN peacekeepers in Haiti. While the UN has responded quickly to allegations of sexual exploitation by its peacekeepers, the peacekeeping force is still not adequately prepared to address and fight sexual exploitation by UN peacekeepers.
The senior management of the force has been very explicit that the sexual abuses that have plagued peacekeepers in the Democratic Republic of the Congo will not occur on their watch. Refugees International talked with peacekeepers who told us, "I would not have sex with a woman in Haiti. It is not allowed." Yet, many Haitians are not convinced that the UN takes the issue seriously.
