Living conditions in the sixty-six camps where the stateless Bihari reside are seriously overcrowded. In cane or concrete houses, families of eight and ten members eat, sleep, and work in eight by ten-foot square rooms. There are very poor drainage and sanitation systems, which is particularly a problem during the monsoon season. At times standing water is several feet deep.
