As Estonia celebrates its entrance into the European Union and NATO, the Baltic state carries with it the legacy of its Soviet years. A substantial number of Russian-speaking industrial workers relocated during Soviet rule reside in Estonia without citizenship. Most are denied citizenship because they are unable to pass an Estonian-language test, which is required in any naturalization process. Approximately 12 percent of the population does not have citizenship of any kind.
