Many persons in the Jaffna region are displaced because the Sri Lankan military has established “High Security Zones” in which civilians are not permitted to live.  An American NGO, CHF, is building more than 400 shelters of this kind for displaced persons near Jaffna with financing from UNHCR, but UNHCR is phasing out non-emergency assistance.  This shelter program my be halted due to a lack of funds.
