The UN estimates that about 25% of Afghans are not living in their homes or are living in inadequate or damaged shelters. In fact, many Afghans will return to shelters in the same condition as the structure pictured here. Refugee and IDP returnees will receive a shelter tool kit once they arrive in their place of origin. Women heads of household will be in a particularly precarious position and will need assistance to rebuild their homes. At this point, it is still unclear if widows will be able to inherit their husbands’ property or how property will be returned to original occupants.
