Kazakhstan 2007: Stateless Community

The country has been somewhat successful with its program for Oralman (literally, returnee), who repatriated upon invitation of the Kazakhstan government and under its sponsorship. Though the requirement to renounce citizenship was amended for Oralman in 2002, only in the past year has the bureaucratic backlog been cleared to the point that Oralman are no longer considered to be a population at risk of statelessness. Some live in communities like this one just off the primary route from Almaty, Kazakhstan to Biskhek, Kyrgyzstan.
