The most important and difficult role of the UN Peacekeeping Mission in the Congo (MONUC) is the protection of civilians under threat from rebels, militia, and even their own military. In spite of having the largest peacekeeping force in the world – roughly 17,000 troops – MONUC forces are stretched to the limit as they try to protect civilians in the vast, hilly, and intensely insecure eastern region. In order to remain flexible and respond to fast shifting priorities, MONUC is using Mobile Operating Bases to respond quickly to protection needs in remote and vulnerable areas.
