North Korea: Today’s Humanitarian and Human Rights Problems

The Center for Strategic and International Studies and Refugees International cordially invite you to attend a special briefing that aims to shed light on the current humanitarian and human rights situation in North Korea. The briefing will feature the release of Refugees International’s new report, Acts of Betrayal: The Challenge of Protecting North Koreans in China.

The monolithic and isolationist system of North Korea—which inflicts enormous hardships on its people—is changing, but the outcome of this change is uncertain and presents both risks and opportunities for the Korean people, Northeast Asia and the world. Food shortages, the flight of refugees into China, and reports of persecution of North Koreans by their government continue, but the international community seems at a loss to establish policies that can best help the North Korean people.

This briefing will provide the latest information on the World Food Program’s efforts to provide supplementary feeding to the North Korean population, provide strong arguments for giving North Koreans in China refugee status, assess the status of international efforts to influence the human rights situation inside the country, and assess the North Korea Human Rights Act of 2004, the Congressional expression of concern on humanitarian and human rights situation.

The briefing will be moderated by Kurt Campbell, Senior Vice President and Director of the International Security Program, CSIS. The following are scheduled to speak:

  • Senator Sam Brownback (R-KS), Sponsor of the North Korean Human Rights Act of 2004.
  • Richard Ragan, World Food Program Country Director and Acting UN Humanitarian Coordinator for North Korea (participating via phone or video conference).
  • Joel Charny, Vice President of Policy at Refugees International and author of Acts of Betrayal: The Challenge of Protecting North Koreans in China.
  • David Hawk, former Executive Director of Amnesty International - USA, and author of The Hidden Gulag, the October 2003 report for the US Committee for Human Rights in North Korea.
