RI met Rubiela in Colombia in August 2012. She comes from Villavicencio, a town located 100 km from Bogotá, where an IDP community has formed. Thousands of people have been killed or displaced by violence guerrillas and paramilitaries in the region.
Many of Colombia's 4 million displaced lost their homes to the country's war on drugs, guerrillas, and paramilitaries. Adding insult to injury, many have struggled to obtain relief through the government's byzantine aid system. But last year, Colombia passed a law to overhaul the bureaucracy, acknowledge the government's failure to protect its citizens, and get aid out more quickly.
